From the outside, Penny seems like a quiet, social awkward student. When the player character meets her, she appears like the typical quiet nerd-type. On the grounds of Penny's school, there's two Team Star members pressuring her into joining their team. While she awkwardly tries to turn them down, it's the player character who has to chase off the Team Star grunts, much to Penny's relief.
As the player works through Team Star's storyline, it's revealed that Penny is not only tough, she's actually the founder of Team Star. She created the group to combat bullying that she and her friends went through on school grounds. Penny takes herself very seriously as a leader, following Team Star's code and using it to her advantage to help disband the group. Using the codename "Cassiopeia", she's very careful in not revealing her true identity to the end, and maintains a very professional and secretive persona while going through and removing each Team Star leader from power.
Penny wants the best for her friends, who are all the Team Star leaders, and she cares about them a lot. But in her attempts to do what's best for them, she doesn't always consider their feelings in the process. When the Team Star leaders confronted the bullies at their school, the bullies were immediately scared off and quit, leaving Team Star in the position of looking like the bad guys. Penny takes it on herself to disband the team, so that Team Star can continue to go to school - regardless if that's what her friends actually wants or what even she herself wants. She just does want seems to be the best logical thing: disband the group so they can continue to go to school and live normally, even at the cost of not being able to talk to her friends anymore. Through Team Star's storyline, Penny learns she can have her friendships and let Team Star exist as they are.
On the topic of friendships, Penny has some trust issues. This is largely due to the bullying she endured in school, but also she's a pessimistic person. In Area Zero, even when there doesn't seem to be a threat, she insists that something's going to jump out at them. She just always kind of assumes that things will go wrong, and she adopts that cautious attitude when Team Star returns to school after everything is settled with Team Star and the school's director. She spies on each of her friends, making sure they're okay and willing to jump in when she sees an interaction with them and someone else seemingly going wrong. She does eventually learn to let Team Star be themselves, that they're going to be okay and she doesn't have to constantly worry over them. She does learn to open herself up to having more friends, and trusting more people.
Penny also tends to ignore her own interests and wants in favor of doing what's right. After Team Star seems like they might potentially get in trouble for scaring off their bullies, Penny says she'll take care of it. When Team Star is let back into school, she insists that she be punished more harshly because of what she did by hacking into the school's system and basically stealing points to give to the player. Even during the Area Zero exploration, Penny basically admits to only being there because she's indebted to the player. She seems to follow a strict code of honor, doing what's best and admitting to any wrongdoings she might have done.
While Penny seems quiet and shy, and she is, she can also be painfully blunt and sarcastic. When Arven starts to talk about his parents in Area Zero, Penny makes a snarky remark about getting Arven's backstory. She also seems to think Nemona talks to much and has too much energy and tells her as much. She's not at all afraid to say exactly what she thinks, even at the cost of someone else's feelings. She does seem to understand when she goes too far, apologizing when she gets too blunt or calling someone else (Nemona) out when they're being insensitive as well.
Despite her serious personality, she does have a weakness for cute things. She calls a Paradox Jigglypuff cute before realizing what it is, carries around an Eevee backpack, and has all Eevee evolutions as part of her team. She's also a massive anime nerd.
Abilities & Inventory: As far as abilities go, Penny is incredibly skilled at technology. She hacks into the school's system to give League Points to the player, and is in the STEM track at her school, showing her interest in technology, science, and math. She has no superpowers aside from this. What she'll be bringing in is her Eevee backpack, and five of her six Eevee evolutions (Umbreon, Flareon, Vaporeon, Jolteon, Sylveon).
Suitability & Plans: I plan to play Penny as a fish out of water. She tends to keep to herself, staying in her room and not being very open to people. Songerein would force her out in the open, forcing her to open up to people to learn more about where she is and learning that just shutting herself in a room isn't going to do her much good here. Ultimately I want her to realize she can make friends here, really trusted friends who she can open up to and rely on, and prove that she herself can be a reliable friend.
I'm taking her from post-game, so she will be a little more willing to open up. And honestly, if she can deal with monsters from an ancient past or distant future, AI robots, and other crazy shenanigans, she can most likely deal with what Songerein throws at her.
She will just be grumpy about it.
